  • MANDATORY QUALIFICATION REQUIREMENTS

    Applicants must:
    • Possess an undergraduate degree from an accredited university or college.
    • Possess educational or work experience in: Instructional Design Technology and/or Curriculum and Instruction with deep professional knowledge in at least one of the following fields: Emerging Technologies in Education, Computer Assisted Instruction, Communications, or Computer Science in an Educational Environment.
    • Possess one (1) year of specialized work experience equivalent to the previous level in the federal service is required. For example, one (1) year of specialized experience equivalent to the GS-11 level is required to qualify for appointment at the GS-12 level. Specialized experience may have been obtained in the private or public sector. Specialized experience is defined as progressively responsible work experience that has equipped the applicant with the particular knowledge, skills, and abilities that will enable the individual to successfully perform the duties of this position, and that is typically in or related to the work of this position.
    Applicants must also have sufficient knowledge or experience in the following areas:
    • Substantial experience in developing and assessing the effectiveness of synchronous and asynchronous eLearning courses using instructional systems design expertise;
    • Expert knowledge of Adobe Creative Cloud applications, especially Adobe Illustrator.
    • Expert knowledge of Articulate 360, especially Articulate Storyline 360 and Articulate Rise.
    • Familiarity with HTML and CSS and applications used to create eLearning content;
    • A demonstrated ability to use Web 2.0 collaborative technologies (e.g., blogs, Twitter, podcasts, and web-conferencing tools like Skype) and learning management systems (e.g., Blackboard Learn) as a part of web-based education;
    • Substantial experience with techniques of assessing training and educational needs;
    • Strong project management, writing, and computer skills; and,
    • Strong interpersonal skills and the ability to work collaboratively.
    PREFERRED QUALIFICATIONS

    Preference will be given to applicants with one or more of the following areas of experience:
    • Experience using TechSmith Camtasia and TechSmith Snagit;
    • Experience using Microsoft O365;
    • Advanced degree from an accredited university or college in a relevant field of study;
    • Knowledge of the criminal justice system;
    • Prior experience in teaching or training; and/or
    • Working knowledge of recommended practices related to accessibility.

    • A background security investigation is required for all selectees. Appointment will be subject to a selectee's successful completion of a background security investigation and favorable adjudication.     • All new Commission employees must identify a financial institution for direct deposit of pay before appointment, mandated by the Federal Compensation Act.
    • All new Commission employees, those converted from a temporary appointment to a permanent appointment, and all rehired former Commission employees are required to serve a one year probationary period. The probationary period begins on the effective date of the employee's appointment, conversion, or rehire.
    • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
