  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Purchasing Level I or II. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • For NC-02: This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.

    Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-01/04 grade level or NC-01 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Placing delivery orders for supplies and services; 2) Reviewing purchase descriptions for completeness; 3) Entering and retrieving information into/from purchasing systems and databases; 4) Interpreting current regulations governing purchasing and procurement; and 5) Assisting more senior personnel with purchasing and procurement related duties.

    For NC-03: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-5/7) or pay band (NC-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Ensuring purchase descriptions for services and equipment are complete and adequate for competitive bidding; 2) Determining if source justifications are adequate and priced fairly; 3) Completing purchase requests for scientific materials and services; 4) Procuring supplies and services by applying federal regulations using Federal Acquisition Regulations (FAR) or similar operating procedures; and 5) Operating purchasing systems and databases to compile, synthesize, and generate information on contracts and procurements.

    Substitution of Education for Experience at the NC-02 level only:

    Successful completion of four years of education above high school; OR, a combination of experience and education as described above that equates to one year of experience is sufficient for meeting the minimum qualification requirements for the NC-02 level.
