Job #: R-00012469Location: Gaithersburg, MD Category: Engineering ManagementSchedule (FT/PT): Full timeTravel Required: Yes, 10% of the timeShift: DayPotential for Telework: NoClearance Required: Public TrustReferral Eligibility: IneligibleGroup: Civil Job Description: The Leidos Civil/Transportation Solutions Operation is looking for a Chief Engineer to provide leadership for the Voice Communications Systems (VCS) and is responsible for the evolution of this essential air traffic system from a TDM based system to a compliant VoIP system to support flight service operations. Transitioning from an existing operational TDM based VCS to a VoIP VCS is foundational to the success of the program. Transition must be seamless with no loss of operational continuity. Responsibilities:The Chief Engineer is responsible all technical performance and will serve as the Leidos single point-of-contact with the program office for technical matters and issues. He/she will provide the planning, direction, coordination, and control necessary to accomplish all work requirements and task orders and manage and oversee all technical activities performed by contractor personnel, including subcontractors, to satisfy the contract requirements. The Chief Engineer will provide comprehensive systems engineering oversight, analytical, and technical support services required to deliver a broad range of innovative IT solutions. Overseeing all requirements, design tradeoffs, development, article testing, operational acceptance, transition and implementation to a VoIP VCS in cooperation with a 3rd part VCS engineering supplier are all key. In coordination with the VCS supplier engineers, the Chief Engineer ensures all functional, performance and maintainability objectives are fully met. Testing will be conducted with a US Government agency using test, demonstration, inspection and analysis acceptance methods prior to operational implementation. New component design is expected to be part of the program and will require a Preliminary Design Review (PDR), Critical Design Review (CDR), first article testing and final acceptance from the VCS supplier.The Chief Engineer will drive strategic technological innovation, demonstrating a breadth and depth of knowledge in all things related to a complex matrixed Information Technology operations, including oversight of control account management (CAM), cost accounting, earned value management (EVMS) planning and cost estimating Qualifications:* Typically requires a Bachelor's of Science or Arts or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.* Generally has 7+ years of experience supervising or leading teams or projects.* The individual selected for this position should have a broad technical background spanning many of the technical areas supported by the program. * The ability to clearly articulate technical messages for a variety of audiences, both through written and verbal means, will be a critical skill necessary for the success in this position.* Demonstrated extensive chief engineer or program management experience* Demonstrated experience leading design and implementation of complex IT solutions on a large Program Preferred Qualifications: * Excellent skills with verbal communications, team building skills, and both written and client presentations * Preferred engineering experience interfacing with US Government customers (FAA, DoD, etc.)* Demonstrated subcontractor management experience.* Demonstrated strong customer interface.* A working knowledge of Air Traffic Control and Air Traffic Control Voice Communications Systems Leidos is a Fortune 500(R) information technology, engineering, and science solutions and services leader working to solve the world's toughest challenges in the defense, intelligence, homeland security, civil, and health markets.
