Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).
Specialized Experience: To qualify for the GS-14, you must possess one year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through the federal service.
Examples of qualifying work experience include:
- leading and managing the planning, coordination, implementation, and evaluation of complex public affairs program requirements and information and communications strategies;
- extensive experience in public relations and communication techniques as it relates to fostering relationships and interests among major general public and external stakeholder segments;
- leading development and dissemination of policy formulation and policy and program materials that inform large numbers of internal and external stakeholders, including the public;
- and advising senior managers/officials on how to respond to potential public reactions to proposed programs and policies (i.e., agricultural and natural resources conservation programs).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
