Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is a Critical Acquisition position.
Selectee must be an Acquisition Corps (AC) member at the time of appointment for the position or have been granted a waiver.
Selectee must execute, as condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
This is a critical acquisition position and requires a SENIOR LEVEL III certification in the acquisition career field of CONTRACTING within 24 months of being appointed to the position.
The incumbent must obtain and maintain a TOP SECRET (SCI) security clearance.
Drug Test designated position IAW Top Secret clearance requirement.
The incumbent may be required to travel on TDY up to 25%.
The incumbent must file an initial and annual financial disclosure form (OGE-450).
The incumbent must obtain and maintain a Contracting Warrant (dollar amount to be determined by supervisor) with signature authority IAW the Army Contracting Officer Warranting Program policy.
Supervisory Probationary Period MAY be required.

In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) Transcripts are required to show you meet this basic requirement.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-15 Experience: One year of specialized experience equivalent to the next lower grade level (GS-14); or equivalent pay band which includes: 1) Experience writing contracts for research and development. 2) Experience in workload management for multiple employees. 3) Experience in answering high level correspondence; such as Congressional inquiries. 4) Experience in preparing or reviewing cost analysis, cost realism and price analysis in determining fair and reasonableness. 5) Experience with managing resources. 6) Experience in negotiation skills and advising Mission Partners in Acquisition Strategy.; AND 7) Experience in briefing at the Senior Executive Service (SES) or General Officer level.
To be creditable, specialized experience MUST have been equivalent to at least the next lower grade level (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
