To qualify for the Engineer/Civil Engineer Series, 0801/0810, Basic Requirements:

A. Degree: engineering. To be acceptable the program must 1. Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) OR; 2. Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, maybe accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

To qualify for the Architect Series, 0808, Basic Requirements:

1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1. Related curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.2. Experience: an applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college course, 5 years of such experience is required.

To qualify for the Landscape Architect series, 0807, Basic Requirement:
1. Degree: landscape architecture or landscape design.
OR
2. Combination of education and experience--for each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

In addition to meeting the Basic Requirements above, the applicant must meet the below minimum qualifications:
For the GS-11 level: Must possess at least one (1) year of specialized experience equivalent to at least the GS 09 level in the Federal service that equipped you with the particular specialized experience needed to successfully perform the duties of this position. Examples of specialized experience may include the following: Experience working with reference standards, policies, principles, and regulations; serving as an engineer in the design construction and renovation of projects; evaluating and analyzing data, recommending solutions to problems related to highly visible and design issues; assist in the planning and monitoring of projects, assist in the identification of project requirements (for example, scope, time, cost and quality); assist with architectural project coordination, for planning, design, and construction projects; performing architectural work involving the development or design of conceptual park site plans of a diverse nature; assisting with or establishing historic architectural project requirements and priorities; developing strategies to achieve short or long-term goals; communicating technical information orally and in writing. Experience at this level is as an assistant or with supervision.
OR
Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
Combination of education and experience. Six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined in an accredited institution (50% of the qualifying education).

For the GS-12 level: Must possess at least one (1) full year of specialized experience comparable in scope and responsibility to the GS 11 grade level in the Federal service. Examples of specialized experience include the following: Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer in the design construction and renovation of projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); serving as architectural project coordination for planning, design, and construction projects; performing architectural work involving the development or design of conceptual park site plans of a diverse, multi-functional, high profile, and possibly controversial nature (such as rehabilitation of a multi-facility development, visitor centers, wastewater treatment plants, national monuments, seawalls, historical structures, cultural landscapes, etc.); establishing historic architectural project requirements and priorities and developing strategies to achieve short or long-term goals; developing scope of work and monitoring architectural project activities and outcomes as Contracting Officer's Representative; communicating technical information orally and in writing.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level 12 of this announcement.

Working Conditions: Work is generally performed in an office setting, with occasional field work involving moderate risks of construction operations. Frequent travel to project sites, other design offices, etc. is expected.
