Job Announcement

Directs and manages the development of county agencies' business systems architecture and the design, development, implementation and maintenance of applications, systems interfaces, data and reports for assigned county agencies' business functions. Responsibilities include:
  • Supervises several teams of IT professional technical staff and contractors, and direct agencies' based IT staff for technical direction.
  • Oversight for multiple projects across multiple platforms, and oversees the implementation of business systems software and integration of software/hardware components and associated data management and analytics.
  • Advises county leadership regarding all aspects of system development, to include advocacy for digitization and business reengineering opportunities.
  • Guides the development of project plans and budgets, allocates staff and resources for projects and system support; prioritizes work and develop and implement plans.
  • For the division, conducts all aspects of budget management and human resources administrative tasks including supervision and development of employees in the division.
  • Provides technical guidance and coordinates work of customer agencies' IT management/staff to ensure sound application of technology and standards.
  • Ensures compliance with County IT Policies and practices.
  • Develops and implements MOUs, SLAs, COOP, system and data use policies and procedures associated with supported systems as required.
  • Provides advisory consultation and technical expertise to customer agency management, works closely with leadership and management to identify user agencies' agency specific and cross-agency information and processing requirements, and identify opportunities for new solutions improve business processes and support for on-line government, support critical business strategies educating about the strategic application of technology in the business.
  • Assists customer agencies in the development of agency IT strategy, cost analysis, business justification and long-term plans.
  • Assists in the development of specifications for solicitations, and negotiation and management of associated contracts.
  • Serves as a member of the Department of Information Technology management team. May serve on or support committees, make presentations and serve as advisor on IT matters to senior leadership.
  • This position works under the direction of a Deputy Director in the Department of Information Technology.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to possession of a bachelor's degree in computer science, or closely related field; plus seven years of progressively responsible experience in applying information technology to meet the needs of a government or business organization.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Experienced IT program manager in a government or major organization practice area (such as Land Use, health and social services, public safety, Real Estate, Planning and Architecture, corporate financial or administration, or other).
Ability to lead dynamically and energize multi-discipline work teams to respond to business needs.
Comprehensive knowledge of information technology functions, including architecture, development methodologies, data analytics, ands WEB.
Able to promote and demonstrate the business value of technology.
Excellent technical acumen, communications and human resource management skills.
Experience with Accela or similar Land Permitting and Inspections system, a plus.
