Performs specialized advanced work to identify potential federal, state, and foundation opportunities to secure funding that meets the needs and priorities of the HHS System. Leverages his or her understanding of the details in the HHS Resource Plan and its budget development to effectively be cognizant of the priorities and needs of HHS. Presents grant opportunities to senior HHS staff for consideration based on identified system priorities. Develops a plan for application to an appropriate funder; convene interdisciplinary teams representative of HHS stakeholders to shepherd the content writing and business proposals to identified funding agencies; ensures that county approvals are in place; and ensure timely submission to the grantor. Supports the management of HHS grants, if awarded, and ensures compliance with all applicable grant requirements on both the business and technical/clinical sides. Collaborates with HHS agencies, the Department of Management and Budget (DMB) and the Department of Procurement and Material Management (DPMM) to coordinate contracts, purchase orders, and invoice approvals associated with the applicable grants. Uses required state and federal software programs to review and submit grant information. Provides OSM and HHS leadership with comprehensive analyses and evaluations on grant activities and benchmarks.

Employment Standards


Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

Experience and demonstrated success identifying, applying for, and securing grants for health and human service organizations.

Visual acuity is required to read data on computer monitor. Must be able to operate keyboard-driven equipment. Must be able to lift up to 15 lbs. Must be able to travel to meetings, program reviews, and trainings. Must be able to communicate clearly and effectively, both orally and in writing.
