Job Announcement

The Wastewater Collection Division (WCD) of Fairfax County manages the county's wastewater collection system consisting of over 3,200 miles of pipe, 63 pump stations and various associated structures. WCD intends to select two successful applicants from this advertisement for project management activities within the Projects and Assets branch to inspect and rehabilitate the gravity sewer system.

Rehabilitation and Inspection Group
Provides management of sanitary sewer rehabilitation activities in the Projects and Assets Branch. Performs project management and contract negotiation / administration resulting in the inspection, repair and rehabilitation of critical wastewater collection infrastructure. Activities include the management of all tasks related to pipeline and manhole rehabilitation, backflow valve installation, easement and facility clearing for maintenance and construction activities, new asset acceptance testing in coordination with Land Development Services (LDS) and inspection of WCD assets for impact by third party construction. Develops and manages project scope, schedule, resource planning, stakeholder relations, coordination, contracting and correspondence with contractors and public for all activities listed above.

Asset Management Group
Performs contract administration and project management for inspection, maintenance, inflow/Infiltration investigation and related activities for wastewater collection division (WCD). This position will be required to perform project management and contract negotiation / administration resulting in the inspection, cleaning and investigation of critical wastewater collection infrastructure. Activities include the management of all tasks related to pipeline and manhole inspection, pipeline cleaning, creek crossing inspections, odor control and inflow/infiltration investigations. Assists in analyzing and making recommendation as a result of the work performed during inspections of pipeline, manhole and other related facilities to assist develop a prioritized list of assets for maintenance, inspection and rehabilitation. Assists the Asset Management Program in regulatory compliance reporting: sanitary sewer overflow and backup reporting to appropriate agencies. Assists in development and management of project scope, schedule, resource planning, stakeholder relations, coordination, contracting and correspondence for all activities listed above.

Requirements and Responsibilities of the Job:
Engages in safe working practices and complies with the Wastewater Collection Division safety programs and guidelines. Complies with DPWES Safety Competencies. The appointee(s) must make every reasonable effort to be accessible for communication. During unscheduled leave or administrative leave declarations by the County Executive, emergency service personnel are required to report for work. Failure to do so may result in disciplinary action.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; PLUS four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.
OR
Successful completion of the Project Manager Development Program and three years in the Assistant Project Manager Class.

PREFERRED QUALIFICATIONS:
The preferred candidate possesses the following:
  • Experience with surveying principles, engineering plan reading and drafting skills.
  • Strong working knowledge of safe construction and maintenance practices.
  • Contract Management experience in the construction/ rehabilitation, maintenance and/or condition assessment of existing sewer systems.
  • Ability to write technical specifications and interpret contract documents o Ability to analyze and make recommendation from inspection data.
  • Ability to use computer and software including but not limited to Microsoft Office, Geographic Information Systems (GIS), Maintenance Work order systems, and CCTV Inspection Systems.
  • Ability to generate reports with charts, maintain data bases and tracking records for payments of contractor work performed.
  • Strong customer service written and oral communication skills.
  • Familiarity of local, state and federal guidelines and regulation for maintenance and construction activities.
CERTIFICATES AND LICENSES REQUIRED:
Applicant must obtain the following certifications within one year of appointment: NASSCO MACP, PACP and ITCP Certifications. A valid driver's license is required.
PHYSICAL REQUIREMENTS:
Must be able to operate a motor vehicle. Work is generally sedentary, however, employee may be required to do some walking, standing, and bending. May be required to lift/pull up to 50 pounds. All duties performed with or without reasonable accommodations.

NECESSARY SPECIAL REQUIREMENTS:
Is required to complete a criminal background check and driving record check. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.
