Sr. Negotiator

 

Sr. Negotiators provide advanced contracting services. They analyze, review, negotiate, and approve agreements on behalf of the institution. They may function in a school, department, division, institute, or center. Sr. Negotiators provide assistance and expert advice across Grounds.

This position is eligible for telecommuting.

UVA Office of Sponsored Programs (OSP) is hiring a Sr. Negotiator to join their team. The OSP Grants & Contracts group provides comprehensive service in proposal submission, award negotiation, non-financial award management, and non-funded agreement negotiation. The team is responsible for

  • Ensuring $1.8B in Proposals are submitted in accordance with University and Sponsor requirements
  • Accepting Awards/Agreements for $394M in Sponsored Funding & performing non-financial post-award responsibilities
  • Issuing $48M (projected FY19) in outgoing subcontracts
  • Negotiating 1,500 non-funded agreements annually

 

CORE DUTIES

  • Negotiate Research Funding Agreements, Clinical Trial Agreements, incoming/outgoing subcontracts, Confidential Disclosure Agreements, Material Transfer Agreements, Data Use Agreements, amendments (funded and non-funded) and other agreements within the team’s portfolio.
  • Resolve extremely complex issues and determine if further review is necessary by senior management or key university constituencies.
  • Serve as liaison and active partner between Schools, principal investigators, Office of Sponsored Programs, research groups, and other departments.
  • Serve as a liaison between the University, funding agencies and other sponsors.
  • Assist Schools in preparation of complex proposals within parameters of sponsored and non- sponsored research guidelines.
  • Serve as subject matter expert on research administration. Interpret complex regulations, rules, policies and procedures.
  • Interpret complex university and government policies (FAR, Uniform Guidance, sponsor guidelines, etc.) for project and university personnel and help guide staff and faculty in interpreting complex policies and obligations.
  • Provide guidance on account establishment, as needed.
  • Identify and implement process improvements. Participate in and lead cross Grounds projects. Train and advise on issues requiring specific technical expertise, including new regulations, policies, etc.
  • Other duties as assigned.

 

EDUCATION/EXPERTISE

  • Bachelor’s degree and five years of job related experience, or combination of education and relevant experience. Previous experience working with grants at all points of the grant cycle, a plus; previous experience negotiating complex agreements, a plus.
  • Certified Research Administrator (CRA), MBA, JD, PhD, project management certification, or similar credential, a plus.
  • Top Secret Clearance, a plus.

 

KNOWLEDGE/SKILLS

  • Expert knowledge and fluency of governmental regulations (e.g. FAR, Uniform Guidance, FERPA, HIPAA).
  • Knowledge and ability to understand, interpret, and communicate university policies and procedures.
  • Excellent oral, written, and communication skills.
  • Excellent analytical skills.
  • Demonstrated proficiency in Microsoft and web based tools.
  • Knowledge of financial analysis and/or accounting principles.
  • Knowledge of procurement needs, such as sole-sourcing, cost analyses, vendor requirements, and small business reporting.
  • Expert In project management, including managing international collaborations and complex multi-party contracts or subawards.
  • Extreme attention to detail.
  • Knowledge of personnel management within research administration.
  • Ability to review a proposal or manage a project with understanding of the overall scope and goal of each sponsored project.
  • Excellent time management and organizational skills.

 

PHYSICAL DEMANDS

This is primarily a sedentary job involving extensive use of desktop computers. The job does occasionally require walking some distance to attend meetings, and programs.
