  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.


    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, USAF and MAJCOM programs, priorities, commitments and objectives as they relate to the Mobility Air Forces, Aircrew Training, Expeditionary Center and Contingency Response Group (OCONUS) programs to determine program priorities, funding, and level of support necessary and areas where management flexibility may be utilized to resolve issues within management and /or fiscal constraints; knowledge of PPBS and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluation the effectiveness of planning actions as related to actual events. Formulate/implement policy; develop and recommend positions for senior leader deliberations with Congress/OSD/Joint Staff.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.

    2. Knowledge of legislation and DoD government-wide regulation with specific emphasis aviation and mobility affiliated governance and Air Force aviation instructions and regulations; general knowledge of missions, roles, functions, organization, management, capabilities, and responsibilities of AF Staff and MAJCOMS, CCMDs and DoD Agencies. Thorough knowledge of the mission, roles, functions, organizations, management, capabilities and operations of
    the USAF with specific focus on Rapid Global Mobility training and operations.

    3. Knowledge of or familiarity with airpower program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the relationship of the various AF entities involved in overall planning and execution of military operations and evaluations.

    4. Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in establishing concepts and procedures, and the ability to formulate strategy using information produced from predictive models.

    5. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions and condense technical input into layman's terms without altering basic content.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
