  • You may qualify at the NH-03 level if you fulfill the following qualifications:

    One year of specialized experience equivalent to the NH-02 or GS-11 grade level in the Federal service:
    • Experience communicating the policies and programs of a government organization to internal and external stakeholders including news media.
    • Knowledge of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices.
    • Knowledge of commercial print, electronic, and internet media organizations and media communications tools and techniques.
    • Knowledge of policies and regulations relating to government publications.
    • Demonstrated skill in developing and disseminating a wide range of information and data concerning the nature and objectives of agency programs to various publics and employing all types of existing and emerging media including radio, television, newspapers, magazines, professional and scientific journals, still and motion pictures, posters, exhibits, internet, and advertisements.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
