    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     GS-12 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Researching and assisting with the application of employee relations (ER) and labor relations (LR) laws, regulations and case law; assisting with the application of negotiated union agreements; and providing guidance on employee conduct and performance management for an organization.

    This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    GS-13 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Serving as the technical authority providing advice and assistance on all matters relating to employee relations, labor relations and performance management for an organization; interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues; working with labor unions on complex issues in a variety of areas such as contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices; and providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.

    This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-12 or equivalent).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11 to be eligible for the GS-12 OR GS-12 to be eligible for the GS-13).
