  • You may qualify at the GS-14 level, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
    • Conducting analysis employing one or more of the following fields: Design Thinking (DT), Opportunity Analysis (OA), Pathway Defeat (PD), Human-Centered Design (HCD), Systems Thinking (ST), Engineering Systems Thinking (EST), Systems Engineering (SE), Carver Analysis (CA), or Countering Weapons of Mass Destruction (CWMD) Opportunity Design (OD); OR,
    • Leading teams providing support and assistance to the Countering Weapons of Mass Destruction (CWMD), Counter-Proliferation (CP), or Non-Proliferation (NP) mission spaces; OR,
    • Providing advice and assistance to leadership on developing strategy, programs, policies, and procedures related to the application of Department of Defense (DoD), Law Enforcement (LE), Intelligence Community (IC), or Policy authorities to Countering Weapons of Mass Destruction (CWMD), counter-Proliferation (CP), or Non-Proliferation (NP) problem sets, OR,
    • Leading the development and execution of a complex and comprehensive program with diverse and multidiscipline teams, and membership from across several organizations.


    Substitution of education may not be used in lieu of specialized experience for this grade level.

    This position is emergency-essential (E-E).
    In event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
