Basic Requirement: Individuals must have Information Technology (IT) related experience demonstrating each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Along with the four competencies listed above you must possess at least one (1) year of specialized experience described below to qualify based on experience.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Identifying and interpreting relevant information including Information Technology industry standards and practices
  • Recommending solutions and leading the implementation of management decisions
  • Evaluating the impact of changes in business needs on current Information Technology policy
  • Researching, evaluating and providing feedback on problematic trends and patterns
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Residency: If you are not currently a CBP employee, you must meet one or more of the following primary residency criteria for at least three years prior to applying to this announcement:
  1. Resided in the United States or its protectorate or territories (excluding short trips abroad, such as vacations);
  2. Worked for the United States government as an employee overseas in a federal or military capacity; or
  3. Been a dependent of a United States federal or military employee serving overseas.
Exceptions may be granted if you provide complete state-side coverage information regarding participation in "Study Abroad" programs, overseas church missions, or state-side addresses of anyone who worked or studied with you overseas. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Physical Demands: You may be required to stand and for long periods, along with crouching or crawling in small work areas, and lifting heavy object up to 50 pounds.

On Call: This position may require the incumbent to be on call 24 hours per day, seven days per week.

Overtime: This position may require uncontrollable, unscheduled overtime in excess of the 40-hour work week.

Bargaining Unit: This position is covered under the bargaining unit.

Telework may be available on a regular recurring or situational basis.
