    Specialized Experience Requirement:
    For the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level. Specialized experience is defined as experience researching, analyzing, and applying policies, regulations and standard procedures to perform work in a human resources program area under the guidance and direction of senior human resources specialists or a supervisor. Providing guidance and consultative services for a human resources program area to acquire, clarify, or exchange facts or information needed to complete assignments.
    OR
    One full year of graduate level education;
    OR
    An appropriate combination of graduate level education and specialized experience;
    OR
    Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

    For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level. Specialized experience is defined as experience Analyzing and identifying major job functions, knowledge, training, and/or experience and education requirements to develop rating factors and job assessments; Preparing job opportunity announcements in an automated talent acquisition system;Making eligibility and basic qualification determinations under the guidance and review of a supervisor or senior employee, and creating candidate referral lists;
    Interpreting and explaining human resources policies, procedures, laws, standards or regulations, including providing advice to hiring officials on various types of recruitment methods.
    OR
    a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
    OR
    An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

    For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as experience analyzing and identifying the major job functions, knowledge, training, and/or experience and education requirements for variety of positions to develop job analyses, rating factors, and assessments; preparing job opportunity announcements in a automated talent acquisition system; verifying employment eligibility and qualifications of candidates; and ensuring the accuracy of lists of qualified candidates. Interpreting and applying employment regulations and appointing authorities to ensure that staffing and recruitment actions comply with human resources policies and regulations; advising hiring officials on procedural and regulatory requirements related to recruitment and placement.
    OR
    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
    LL.M., if related;
    OR
    An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
