    This position will be posted at the GS-07 and GS-09 grade levels.  The employee may be non-competitively promoted when qualified and recommended by management; however, promotions are not guaranteed.   

    The Recent Graduates Program affords developmental experiences intended to promote possible careers in the civil service to individuals who have recently graduated from a qualifying educational institutions or programs. 


    Successful applicants are placed in a one-year Excepted Service appointment and receive training and professional development, complete an Individual Development Plan (IDP), and are assigned a mentor.  Under the formal training program, applicants will be provided a mentor and execute an Individual Development Plan outlining training requirements and program expectations.  Participants who successfully complete the program may be converted to a term or permanent position.

    To be eligible for conversion to a permanent or term position, Recent Graduates must: 

    1. Be a United States citizen.
    1. Have successfully completed at least one-year of continuous service in addition to all requirements of the Program.
    1. Demonstrate successful job performance.
    1. Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

    Conversion is not mandatory or guaranteed.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.     GS-7: In addition to the basic education requirement listed above, to qualify at the GS-7 level applicants must possess one of the following:

    1. One year of specialized experience equivalent to the GS-05 grade level in the federal service.  Specialized experience is defined as experience in utility industry planning or accounting documents; experience with modeling power systems or markets; or experience with power markets or systems.

    OR

    1. Superior Academic Achievement.  Superior academic achievement is defined as any of the following: (1) standing in the upper third of the graduating class in the college, university, or major subdivision; (2) a grade point average of 3.0 out of a 4.0 overall or during the final 2 years of the curriculum; (3) a grade point average of 3.5 out of 4.0 in the major field overall or during the final 2 years of the curriculum; or (4) election to membership in a national scholastic honor society

    OR

    1. One year of graduate-level education directly related to this position.

    GS-9: In addition to the basic education requirements listed above, to qualify at the GS-09 level applicants must possess one of the following:

    One year of specialized experience equivalent to the GS-07 grade level in the federal service.  Specialized experience is defined as experience reviewing industry regulatory filings; experience evaluating utility industry planning or accounting documents; experience modeling power systems or markets; or experience gathering data on power markets or systems.

    OR

    1. Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree that is directly related to this position.

    1. Knowledge of diverse programs and projects within a program office, and the variety of administrative and program support activities required. 

    2. Ability to gather facts, analyze administrative activities, and devise recommendations for correcting problems and weaknesses in these areas and to devise new or modified administrative processes to improve the effectiveness of program support activities. 

    3. Knowledge of requirements and procedures associated with the maintenance of program schedules, travel documents, report coordination and preparations, and a variety of other administrative support functions. 

    4. Skill in operating a computer terminal or personal computer to produce various types of documents and enhance office productivity through the use of one or more types of software available.  

    5. Ability to communicate effectively orally and in writing.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    EDUCATION:

    The following is the education and/or experience required to qualify for this position:

    The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to place you into an initial quality category via OPM's Category Rating procedures.
