For Merit Promotion candidates: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade GS-9 for GS-11; GS-11 for GS-12; GS-12 for GS-13, and GS-13 for GS-14.

To qualify for this position, applicants must meet the specialized experience* as described below:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position equivalent to the next lower grade level. This experience may have been gained with a carrier or shipper, carriers' or shippers' associations, transportation consulting organizations, State, local, or Federal regulatory bodies, or similar groups or organizations. Experience in rail transportation is preferred.

To be selected at the GS-11 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. This experience would include the individual having assisted in completing quantitative studies, such as transportation costing, infrastructure investment studies, or other areas related to railroad and transportation matters.

To be selected at the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-11 grade level in the Federal service. This experience would include the individual having assisted in completing quantitative studies on a variety of topics in the transportation industry, including transportation costing, infrastructure investment studies, and other areas related to railroad and transportation matters.

To be selected at the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. This experience would include the individual having been responsible for completing quantitative studies on a variety of topics, including transportation costing, infrastructure investment studies, and other areas related to railroad and transportation matters.

To be selected at the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience would include the individual having been responsible for completing complex quantitative studies on a variety of topics, including transportation costing, infrastructure investment studies, and other areas related to railroad and transportation matters.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. To be selected at the GS-11 grade level and are using education to qualify, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in one of the following major study fields: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position.

Transportation Industry Analysis: Knowledge of the transportation industry and the principles and methods for moving people or goods by rail, including costs and limits; and the planning of transportation project management.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively; makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Data Analysis: Follow through on the process of inspecting, cleaning, transforming, and modeling data with the goal of discovering useful information, identify trends; suggesting conclusions, and supporting decision-making.

Technology Application: Uses automated systems and software applications to analyze, design, and communicate information in the appropriate format.

Well-Qualified: Applicants who demonstrate acceptable proficiency in all of the critical competencies, as determined by the job analysis.
Qualified: Applicants who demonstrate basic proficiency in most of the critical competencies, as determined by the job analysis.

**Qualified veterans who have a compensable service-connected disability of at least 10% are listed in the best-qualified category.
