This is a non-status, non-permanent Personal Services Contract (PSC) position. This position does not provide competitive or excepted service status into the civil service.

This position is located in Human Resources Management (HRM), Office of Executive Director (EX), Bureau of Diplomatic Security (DS), Department of State (Dos). The incumbent is responsible for providing a wide range of HR technical assistance and administrative support functions.

This is not a telework eligible position. 

Duties:

Incumbent provides information on job opportunities and application procedures to prospective candidates, utilizes job search engines to conduct resume mining when DS Foreign Service positions are announced, retrieves applications from Hiring Manager or Performance Fit and enters applications received into the Recruit database.

Produces a variety of written documents, inclusive of tentative and final offer letters, utilizing office automated software such as word processing, data management and spreadsheet compilation. Integrates output from different software types, ensuring documents are in the proper format and that spelling, punctuation, and grammar are verified.

Enters applicant information into eQIP for applicants who received a conditional offer of employment.  Conducts initial reviews of applicant eQIP submissions prior to releasing to an HR Specialist.

Makes logistical arrangements for job and career fairs attended by section staff. Researches methods of travel to identify the best cost travel method for section staff, prepares travel orders and researches travel regulations.

Maintains a classification log of all positions descriptions and statement of work; tracks progress and issues alerts as timelines progress. Communicates with offices as positions are assigned to specialists.

Travel Required: 25% or less, domestic travel may be required.

Key Requirements:

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Secret security clearance.

Applicants applying for the GS-07 grade level must have at least 1 full year of specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

  • Experience providing the full range of administrative support and assistance for a large office.
  • Experience in the use of office software systems and applications such as MS Word, PowerPoint, Outlook and Excel.
  • Experience  gathering, extracting, compiling, assembling and summarizing program related information. 

Education Substitution: As a general rule, education is not creditable at this level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Benefits:

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health premium costs that they incur during their period of performance. The program pays 72% of the insurance premium cost (to the maximum limits set by OPM annually) for self, self plus one, or self plus family. To be eligible for the PSC Health Insurance Reimbursement Program, the PSC must be included on the plan and NOT be enrolled in any other form of group plan such as a spousal plan or a retirement plan. This program does not cover Dental or Vision supplements.
