Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes experience developing and interpreting policies, procedures, and strategies governing records management to include archival practices and information collection; experience implementing and enforcing Federal Records laws and regulations to ensure adequate management of federal records; experience operating electronic records management systems and databases in order to oversee and optimize record management functions and compliance; and experience communicating with executive management, legal counsel and business senior management officials on records management requirements and related complex/controversial issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education may not be substituted for specialized experience at this grade level.

KSA 1 - Skill in applying records and information management laws, regulations, and policies in order to develop and interpret specific policies, procedures, and strategies for application throughout an organizations business units; and provide expert technical advice, guidance, and recommendations to executives, managers, and other staff on critical issues related to records and information management.
KSA 2 - Skill in developing process improvements for traditional records management methods and procedures in order to improve the overall efficiency and effectiveness of the records and information management program.
KSA 3 - Knowledge of management processes involved in the lifecycle of records, including records schedules, records appraisal, archival management, and NARA retirement and transfer policies in order to effectively manage records and information management program.
KSA 4 - Skill in oral and written communication techniques to express information in a manner that is clear, concise, and logical so that material will be understood by others with little or no experience in the subject; to articulate program requirements to senior management and ensure compliance; and to prepare and/or present briefings as needed.
