    You must meet the following requirements by the closing date of this announcement:

    GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency & productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree from an accredited college or university in a related field of study. OR Two full years of progressively higher level graduate education leading to a related field of study. OR LL.B. or J.D., if related.

    GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of a broader project or study. Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, & devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations & guidelines pertaining to the effectiveness of line program operations. Make recommendations & conduct studies of employee  /organizational efficiency and productivity. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR LL.M., if related

    GRADE 12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrating accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions

    FOR GRADES 05 thru 11-You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
