Specialized Experience Requirement:
For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level. Specialized experience is defined as experience assisting in providing consultative services and explaining labor relations rules and regulations, procedures, rights and obligations, and provisions of labor agreements to both management and employees under the guidance and review of a supervisor or senior employee. Performing research and analytical work associated with a labor relations program, including interpreting personnel policy, and drafting official correspondence or reports.

Applicants must have two full years of progressively higher level graduate education or masters or equivalent graduate degree
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as experience interpreting and explaining labor relations rules and regulations, procedures, rights and obligations, and provisions of labor agreements to both management and employees. Researching, analyzing, and evaluating basic facts, laws, and precedents to prepare draft responses to unfair labor practices, grievances, and proposals. Working with a senior specialist to coordinate directly with union officials to develop and promote alternate resolutions to disputes.

Applicants must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as experience researching, analyzing, and interpreting labor relations regulations and policies, substantive casework decisions, and/or legal opinions that various courts and administrative bodies have rendered, to provide advisory opinions to managers, employees, and union officials in all areas of labor relations. Analyzing and recommending appropriate administrative or management strategies to deal with labor management issues. Working directly with union officials to develop and promote alternate resolutions to disputes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
