To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: overseeing the direction of internal and management controls, developing and implementing policies, legislation and changes in legislation and/or other strategies; providing executive leadership and guidance of appropriation management in support of efficient Civil Works and Water Resources Development programs for execution; evaluating overall program efficiency and recommending appropriate changes to Civil Works programs to include the Program Development, Defense, and Execution process to achieve higher levels of execution; providing oversight to the operation, maintenance, and modification of automated systems required for program management, performance assessment, and formulation of the annual Presidents budget; performing a full range of supervisory responsibilities/duties to an interdisciplinary staff; and communicating with senior leadership, Senior Executive Service (SES), Office of Management and Budget (OMB), Congress, Assistant Secretary of the Army for Civil Works (ASA(CW), federal agencies and other high echelon stakeholders to support, justify, defend and advocate of Presidents Budget, authorizations and appropriations and Civil Works programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
