    Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. 52 weeks at the GS-09 grade level for consideration for the GS-11 grade level) or (52 weeks at the GS-11 grade level for consideration for the GS-12 grade level).

    Basic Education Requirement: There is no education requirement for this position.

    All applicants must meet the following Minimum Qualifications Requirement in order to be considered:
    Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service.

    This experience must include:
    Experience performing budget administration functions in the formulation, execution, and review of assigned portions of the budget, such as procedures and processes for budget formulation to compile, correlate, and consolidate data of an office. Performs or advises on work in any for the phases or systems of budget administration, requiring knowledge of budgetary regulations and procedures and skill in applying accepted budgetary concepts in budgets and programs of assigned activities.
    OR
    Substitution of education in lieu of specialized experience for the GS-11 level: completed 3 full academic years of progressively higher-level graduate education or a PhD, or equivalent doctoral degree with a major in business administration, economics, accounting, budgeting, statistics, mathematics, or in a field directly related to the position to be filled. OR Ph.D. or equivalent doctoral degree OR
    3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

    Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.


    Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service.

    This experience must include:
    Experience as a Budget Analyst (equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service).

    Experience serving as the primary budget analyst responsible for performing budget administration functions formulating, justifying and executing budgets; requiring knowledge of budgetary regulations and procedures to review, edit, and adjust budget estimates; assist managers in the submission of budget estimates, and justifications for funds.

    Note: There is no education substitution for the GS-12 grade level.
