  • Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met by the closing date of this announcement.
  • GS-11: You qualify at the GS-11 level if you possess one of the following:
    1. Experience: One year of specialized experience equivalent to the GS-09 grade level in federal service, performing duties such as: (1) Performing duties relative to budget obligations and expenditure monitoring; (2) Using historical data to prepare estimates of future requirements for a specific program or organization; (3) Recommending reprogramming of specific funds and preparing and submitting the justification for approval; and (4) Preparing estimates of future requirements for a small program or organization.
    2. Substitution of Education for Experience:You may substitute a Ph.D. or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, for experience at the GS-11 grade level. (This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position). Check with your school to determine how many credit hours comprise three full years of graduate study. If that information is not available, use 54 semester or 81 quarters hours.
    3. Combining Education and Experience:Appropriate combinations of specialized experience as described in the vacancy announcement and successfully completed graduate level education that, when combined, equal 100% of the total requirement.

    This is a bargaining unit position.

    Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

    We will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. Your qualifications will be evaluated based on your responses to the online assessments completed during the application process.
