    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

    Specialized experience is defined as experience in providing research and fact-finding activities to support small business related matters.  Examples of specialized experience include: participating in planning and market research strategies, small business socio-economic programs, small business outreach activities, conference and training events, and providing guidance for improving small business utilization efforts.

    EDUCATION MAY  NOT BE SUBSTITUTED FOR EXPERIENCE AT THE GS-12 LEVEL.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Technical - Knowledge of the overall operating concepts, policies and regulations relating to small, small disadvantaged, women-owned, HUBZone, and service-disabled veteran-owned small businesses for the purpose of evaluating overall program accomplishments and contributions.  

    Program and Administration - Knowledge with the Small and Disadvantaged Business Utilization Program and how it relates to the OSDBU’s mission and impacts DOL’s procurement actions, for the purpose of evaluating overall program accomplishments, executing special projects, developing strategies, coordinating with program areas and disseminating information to small businesses. 

    Policies and Procedures - Knowledge of policy relating to the small business utilization programs, federal procurement regulations and supplemental agency procurement policies.

    Written Communication - Skill in producing written correspondence that is clear, concise, and organized for the intended audience.

    Interpersonal Skills - Skill in making presentations and briefings to groups within and outside the organization, general public, senior management officials, and other professional gatherings.


    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
