    You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors.  Section 2638.103 of Title 5 of the CFR states:

    Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics.  It is imperative that supervisors serve as models of ethical behavior for subordinates.  Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials.  Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports.  In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

    This position has no Individual Occupational Requirement (IOR), however, see minimum qualifications below.

    Minimum Qualifications

    Applicants must have 1 year (52 weeks) of specialized experience equivalent to the GS-14 grade level in the federal government. One year of specialized experience including but not limited to:

    • Budget development, execution, spend plan analysis, fiscal policies and procedures;
    • Apply budgeting methods and techniques for forecasting of long-range funding, estimating annual costs, expenditures, contracts utilizing financial systems;
    • Propose or recommend strategies to improve budget and program activities to address complex issues to senior management; and
    • Conduct briefings and presentations to senior level officials on various legislative changes impacting budget processes.

    Budget Administration- Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

    Contracting/Procurement- Ensuring that key departments understand when contracts are nearing end-dates or key deliverable dates and identify key financial risks as a result of contract breaches or missed deadlines.

    Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
     
    Communication- Ability to orally explain and present ideas to a diverse audience. Ability to write effectively in a range of contexts and for a variety of audiences and purposes.
