Qualifying experience may be obtained in the private or public sector. Applicants must have one year of specialized experience equivalent to at least the grade CG/GS 12 grade level in the Federal service. Specialized experience performing the planning, management, and coordination of full systems development lifecycle activities for the implementation of SaaS, PaaS, and Hybrid Cloud solutions, with applied use of Agile and/or iterative methodologies, and ensuring that established business objectives are met within schedule and budget parameters.  

Qualifications Required:

1. Knowledge of project management principles, methods, and practices, including planning and schedule development, resource requirements, milestone and deliverable definition, activity monitoring, and evaluation and reporting.
2. Knowledge of methods and tools used for risk assessment and mitigation of risks.
3. Knowledge of developing acquisition and contracting strategies, task order development, performance-based contracting and selection factors.
4. Skill in applying principles, concepts, techniques and methods of systems and software design, development, and modification to the solution of key business requirements.
5. Ability to communicate orally.
6. Ability to communicate in writing.
