    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Contract Specialist:
    Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

    Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Experience at GS-11: Specialized Experience: One year of specialized experience which includes: interpreting and applying contracting principals, policies, regulations in the administration of fixed-price and cost-reimbursable contracts; terminating contracts by analyzing, negotiating, and settling claims and proposals; conducting price analysis sufficient to review contractor proposals and bids; negotiating contract terms and conditions for furnishing products, services, construction, and research and development, to ensure the contacts are executed in the best interest of the organization; developing negotiations plans for individual contractors in order to identify specific areas within the contact that require negotiation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    Experience at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: developing and implementing contractual strategies for acquisition, procurement and contract administration, programs and projects; coordinating source selection evaluations for the organization; overseeing contracting negotiation throughout all phases of contractual negotiations and close-outs; planning, establishing, or reviewing contracts, programs, policies, or procedures; performing pre-award and post-award functions on procurements for supplies and/or services to meet acquisition/contractual requirements; and performing and applying price/cost analysis techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
