  • You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
    • Coordinating and collaborating with Agency divisions, such as the Office of Acquisition Management, the Office of the Chief Information Officer, Financial Management and other government agencies and/or foreign government officials; AND
    • Providing management with new information and predictive advice concerning various alternative courses of action in resolving complex program challenges; AND
    • Conduct statistical research and performance measurements, and explain analysis and conclusions to customers with varying levels of familiarity with Agency operations and business intelligence; AND
    • Persuade or negotiate effectively with management to accept and implement recommendations where the proposals involve substantial Agency resources, require extensive changes in established procedures, or contain controversial issues.

    Quality Ranking Factor(s): Quality ranking factors are knowledge, skills, or abilities that are highly desired by the hiring manager, though not required. Applicants who possess the quality ranking factors can be ranked above those who do not. Relevant quality ranking factor experience must be well documented in your resume. This position contains the following quality ranking factor(s):
    • Experience serving as a Contracting Officer Representative (COR) for one or more contracts for an assigned program;
    • Experience preparing, approving, and updating Performance Work Statements and monitoring contract execution;
    • Experience providing guidance and assistance to program personnel in the acquisition process.
    Prefer Candidates to possess Contracting Officer Representative (COR) certification training. If you do not have COTR certification you must attend Contracting Officer Representative (COR) training, paid for by the government, within 60 days of entry on duty to this position and pass a test to obtain a COR certification before you will be allowed to manage program contracts.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

If you meet the minimum qualifications, your experience, education and training will be rated using an Assessment Questionnaire.
