Position Information

Arlington County's Department of Environmental Service (DES) is seeking a Design Engineer for the Intelligent Transportation System (ITS) group, as part of the Transportation Engineering & Operations Bureau (TE&O). The ITS group designs, constructs, inspects, maintains and operates Arlington County's signal and streetlight system, which includes 296 traffic signals, approximately 7,350 centrally controlled County-owned streetlights, and tracks and reports outages for approximately 11,300 Dominion Power streetlights. The ITS group is also responsible for a portfolio of 30-40 capital projects comprising $30M in value.

The Design Engineer is a member of a team in the forefront of smart traffic signals and ITS, and is primarily responsible for addressing the needs for improving and enhancing the ITS infrastructure, providing improved systems that aid with incident management, reducing congestion along the I-66 corridor and parallel roadways, and lowering toll prices.

Specific duties include:
  • Monitoring traffic along the I-66 corridor and parallel roadways utilizing ITS devices and specialized software;
  • Developing process mapping and standard operating procedures for ITS projects;
  • Preparing and overseeing implementation of design plans such as complex signal plans for incident management and evacuation routes;
  • Preparing technical specifications for request for proposals and invitations to bid;
  • Conducting quality reviews of decisions and work performed by others, including engineering technicians, management specialists, and consultants;
  • Coordinating with contractors, system integrators, and vendor technical support in maintaining the overall traffic operation and management system, sub-systems, and as-builts;
  • Conducting field visits where the right-of-way (ROW) and traffic impacts must be assessed;
  • Preparing recommendations for improvements to the public ROW and developing preliminary traffic engineering plans;
  • Reviewing engineering plans to ensure compliance with county and state standards and guidelines;
  • Updating signal design plans and maintaining as-built records; and
  • Responding to individual traffic events and providing coordinated responses, such as making changes to traffic signal database plans.


Selection Criteria

Minimum (Senior Engineer Level): A Bachelor's degree in Engineering plus considerable professional experience in transportation design and/or operations with a focus on intelligent transportation systems.

Minimum (Journey Engineer Level): A Bachelor's degree in Engineering plus some professional experience in transportation design and/or operations with a focus on intelligent transportation systems.

Minimum (Junior Engineer Level): A Bachelor's degree in Engineering plus experience using Autodesk Civil3D or similar CAD software.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:
  • Licensed as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Experience in CCTV, surveillance, analytics, and IP video management systems; and/or
  • Experience using asset management software like Cartegraph or similar.


Special Requirements

This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.

Additional Information

Work hours: Monday through Friday 8:00 a.m. - 5:00 p.m.

Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.

This position is part of a broadband, competency based pay plan which encompasses a variety of responsibility levels from junior through senior and for which the overall annual salary range is $56,243.20 - $111,758.40. Individuals appointed to positions in this pay plan will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay plan participants are eligible for variable salary increases based on performance, growth in responsibilities, and employee development on a yearly basis.

This is a permanent full time grant funded position and is contingent upon funding availability.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
