Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-11:  Applicants may qualify based on education, experience or a combination of education and experience.

To qualify based on experience, applicants must have one year of specialized experience equivalent to at least the grade 9 level or above in the Federal service. Specialized experience includes assisting in analyzing policy issues related to financial services or products for banking or financial institutions; assisting in analyzing and evaluating existing or proposed consumer protection regulations or requirements; drafting policy summaries and memoranda.

To qualify based on education, applicants must possess:  Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education or an LL.M., if related, or by using a combination of education and experience.  

CG-12:  Applicant must have 1 year of experience equivalent to the CG-11 grade level in the Federal service. Specialized experience includes analyzing policy issues related to financial services or products for banking or financial institutions; analyzing and evaluating existing or proposed consumer protection laws, regulations or requirements; drafting policy summaries, position papers, and memoranda.

CG-13:  Applicants must have 1 year of experience equivalent to the CG-12 grade level in the Federal service. Specialized experience includes evaluating and analyzing policy issues related to financial services or products for banking or financial institutions; analyzing and evaluating existing or proposed consumer protection laws, regulations or requirements; drafting policy summaries, position papers, and memoranda.

There is no substitution of education for the experience at the 12 or 13 grade level.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below.  Top ranked candidates will be referred to the selecting official for further review and consideration.

1.  Knowledge and skill in applying consumer protection laws, policy, and regulations pertaining to financial institutions. 

2.  Ability to meet and deal with staff and senior officials of the FDIC, other government agencies, the thrift and banking industries, consumer groups and the general public.

3. Knowledge of the operations of financial institutions, including banking and thrift organizations.

4.  Ability to communicate orally and produce high-quality written products for the purpose of gathering information, reporting findings, developing policy, making recommendations to both management and technical personnel, and gaining consensus among divergent opinions.

5.  Ability to think creatively and recognize new problems or techniques, devise new approaches and solutions, and make sound assumptions when lacking complete information. 

6.  Ability to use basic office computer software including PowerPoint and Excel.
