KEY REQUIREMENTS:
Help
Research, interpret and apply applicable Federal laws, regulations and guidelines in the following HR functional areas: recruitment, staffing and placement, and classification;
Provide authoritative advice to managers and employees on HR issues that may be complex or sensitive in nature;
Administer HR program(s) on topics such as on-boarding and orientation, recruitment, work/life balance, targeted training, performance management, awards;
Develop and post vacancy announcements using proactive customer service strategies including consultation with hiring managers;
Draft a variety of documents including operating policies, position descriptions, memos and reports on a wide range of HR issues;
Conduct classification desk audits.
Research and process personnel and payroll actions.
There is no substitution of education for specialized experience for the VH-39 (GS-13) grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
