    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

    Specialized experience is defined as experience reviewing and monitoring contracts for supplies, services and equipment to ensure contract performance, regulatory compliance and financial management controls; and experience coordinating actions related to contract requirements, funding and charges.

    There is no Education requirement or substitution at this grade level.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    CONTRACTING/PROCUREMENT: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisition Regulations) for contracting or procurement, and contract negotiations and administration.

    FINANCIAL MANAGEMENT: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assess the financial condition of an organization.

    ORGANIZATIONAL AWARENESS: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes programs, policies, procedures, rules, and regulations of the organization.

    WRITTEN COMMUNICATION: Writes in a clear, concise, organized and convincing manner for the intended audience.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
