    AT THE GS-13 LEVEL: In addition to meeting the basic requirements, applicants must possess one year of specialized experience equivalent to at least the GS-12 grade level (in the federal sector)

    • Coordinating with NSA, NCMS and Coast Guard Headquarters to interpret KMI procedures and guidance.
    • Planning, budgeting, overseeing and documenting all aspects of the CG KMI program.
    • Acting as the KMI training representative for CGKMI regional accounts.
    • Serving as the technical authority and lead for the implementation of required hardware and software solutions required to carry out the Coast Guard's COMSEC mission.
    • Conducting audits in sufficient detailing to evaluating property the safeguarding accounting and disposition of COMSEC material within a Coast Guard regional KMI account.
    • Interpreting KMI procedures and providing guidance to account managers and their supporting elements.
    • Requiring policy and procedures supporting to all Coast Guard regional account managers and LE/LE (I) users via visit, e-mail, phone, and written instruction.
    • Planning, organizing, assigning, directing, and reviewing the work required of subordinate-level staff.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: performing all actions associated with the receipt, handling, issue, safeguarding, accounting, and disposition of COMSEC material on charge to an account; maintain files and records on all users of account's materials, provide monthly training on proper procedures of KMI management best practices; initiate proper ordering of all Central Facility products; provide accounting and logistics to include shipping and receiving for all keying material and equipment contained throughout entire account; manage account equipment repair and replacement.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    1. Knowledge of information security principles, policies and procedures.
    2. Knowledge of general security program administration sufficient to serve as the organization’s principal technical authority on KMI efforts.
    3. Ability to conduct audits in sufficient detail to evaluate properly the safeguarding, accounting and disposition of COMSEC material within a Coast Guard regional KMI account.
    4. Knowledge of NATO security policies and procedures to supervise NATO control officers handling & safeguarding NATO classified material and CG NATO Sub-Registry operations.
    5. Knowledge of CG missions, units, and personnel is also required.

    3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
