Cluster Research Administrator, Public Policy - Office of the Vice Provost for Research

The Cluster Research Administrator(s) provides groups of research-active Principal Investigators (PI) in selected departments and units comprehensive support for sponsored research in collaboration with the Office of Research Services (ORS) and Sponsored Projects Financial Operations (SPFO) on the Main Campus. S/he eases the administrative burden on PIs so they can increase their research productivity and the overall volume of sponsored research at Georgetown. Reporting to the Senior Director of Research Services, but carrying out functions in support of those PIs in the cluster of departments or unit to which s/he is assigned, the Cluster Research Coordinator has additional duties that include but are not limited to:

Funding Opportunities and Proposal Development and Submission
  • Identifies and disseminates potential funding opportunities relevant to cluster faculty.
  • Liaises with the ORS on proposal preparation, coordination, and development, as well as proposal budget preparation.
  • Coordinates award set-up with ORS, negotiating and drafting sub-award and sub-contracts.


Financial Monitoring, Reporting, and Tracking
  • Handles the financial monitoring and projections of sponsored research, including IDC accrual and cost share.
  • Manages project staff assignments, PI effort reporting, and associated financial allocations of sponsored research.
  • Tracks timely invoicing, payment authorizations, and reconciliations of sponsored research.
  • Tracks the timely processing of financial corrections and adjustments of sponsored research.
  • Conducts sponsored research reporting, renewals, no-cost extensions (NCEs), and other award modifications, as well as sponsored research/grant close-outs and related certifications.


Compliance and Auditing
  • Remains in compliance with sponsor and university requirements.
  • Assists the PI with IRB preparation, submission, and tracking, coordinating with the IRB office, staff, committee, and external partners.
  • Responds to external audit requests in conjunction with SPFO.


Qualifications
  • Master's degree or professional qualification preferred
  • 5 to 7 years of relevant experience, ideally including grant accounting in higher-education
  • At least two years in pre- or post-award sponsored research management, preferably in a higher education setting
  • Superior verbal and written communication skills, and the ability to effectively communicate with internal and external constituents including faculty members, their staff, central university offices, sponsors, and auditors
  • Specific knowledge of a major US sponsor of academic research, such as NIH, NSF, USAID, DoD, and DoE
  • Familiarity with pertinent regulatory documents including the OMB Uniform Guidance (formerly OMB A-21, A-110, and A-133), the Federal Acquisition Regulations, and Cost Accounting Standards
  • Experience with grant budgeting as required by federal and federal agency-specific guidelines as well as non-federal funding agencies
  • Knowledge of financial compliance subject areas such as time and effort reporting, payroll certification, equipment reporting, cost transfer regulations, and cost allocation rules
  • High level of organization and an orientation to detail with the ability to work as part of a team, but also function independently, and to see tasks to completion in a timely manner
  • Demonstrated financial accounting skills to enable account reconciliation, financial and programmatic report production, and a high level of proficiency in Excel
  • Knowledge of Workday/GMS a plus
