Job Description – Engineer II/III – Systems Control
Fairfax Water has an immediate opening for an Engineer II/III – Systems Control. This position will be hired at either the level of Engineer II – Systems Control or Engineer III – Systems Control depending on the education and experience. Under limited supervision of the Supervisor, Systems Control, performs advanced specialized engineering work associated with the maintenance of computerized process control, data acquisition and/or data transmission for water plant production and distribution systems.
Essential functions include:
- Evaluating various plant processes and operations for control scheme and network optimization and troubleshooting process control malfunctions.
- Maintaining existing control and network strategies and recommending modifications to the Manager.
- Maintaining the control and historical databases.
- Developing new data, presentation formats, including display graphics and reports, in conjunction with the appropriate operations and engineering personnel.
- Maintaining system hardware, including both preventive maintenance and emergency repair.
- Designing and maintaining network infrastructures including: routing, switching, encryption, wireless, network management and network security.
- Maintaining accurate system documentation.
- Training, instructing, certifying and qualifying all DCS and SCADA users.
Requirements:
Graduation from a four-year college or university with a bachelor’s degree in Engineering and a minimum of eight years progressively responsible experience in process control engineering, instrumentation and/or networking; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Registered Professional Engineer or Systems Control Engineer in the Commonwealth of Virginia or be registered in another state with the ability to become registered in Virginia within 12 months of being hired. Advanced knowledge of communication systems, using radio, phone and fiber optics, and distributed control systems. Knowledge of the theory and practice of the design, processes and operation of public water supply facilities. Advanced knowledge of process instrumentation, process control techniques, field sensors and controllers, digital control hardware including Programmable Logic Controllers, Relay Ladder Logic and control software and/or networking hardware/software. The plants include the Corbalis Treatment Plant, operating on the dependable and free-flowing Potomac River in the northwestern area of Fairfax County, and the Griffith Treatment Plant on the impounded Occoquan River in the southeastern area. Water is distributed throughout Fairfax Water's service area through nearly 3,200 miles of water mains.
Fairfax Water produces, on average, 148 million gallons of water per day. More than 235,000 mostly residential accounts in Fairfax County comprise about 60 percent of total water sales. Approximately 40 percent of total water sales are wholesaled to Loudoun and Prince William Counties, the City of Alexandria, the Town of Herndon, Ft. Belvoir and Dulles Airport. Revenues in 2005 were $120 million.
Fairfax Water is governed by a ten-member Board of Directors composed of Fairfax County citizens who are appointed by the elected Board of Supervisors of Fairfax County. A General Manager, supported by a senior staff of engineering and business professionals, manages the day-to-day operations of Fairfax Water.
