You may qualify at the GS-GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

• Creditable specialized experience is described as Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s), development or review of training/course materials, aids, devices, etc., and evaluation of training results or work in the occupation or subject-matter field of the Training Specialist that required training or instructing others on a regular basis.; OR

B. Education Substitution: I have successfully completed a Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Such education must demonstrate the knowledge skills and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation.; ORC. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
