    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

    This is a non-bargaining unit position.

    To qualify at the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level in the Federal service applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.  Examples of specialized experience include: serving as a personal assistant in a confidential capacity to a senior agency official; performing management planning, meeting planning, and coordinating and organizing policy activities; performing various administrative duties independently; and completing special assignments of a high priority and sensitive nature; OR A master`s or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR A combination of post high school education and experience that together meet the qualification requirements for this position.

    To qualify at the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level in Federal service applying analytical and evaluative techniques to issues or special projects concerning the efficiency and effectiveness of program operations.  Examples of specialized experience include: speaking for the Assistant Director in informal circumstances, communicating their goals and objectives; researching a wide variety of subjects and analyzing data and information in order to provide the Assistant Director with authoritative information and materials; planning and coordinating travel, accommodations, and transportation arrangements for the Assistant Director and special guests; OR possess a Ph.D. or equivalent doctoral degree; OR possess 3 full years of progressively higher level graduate education leading to such a degree; OR a combination of post high school education and experience that together meet the qualification requirements for this position.

    Individuals who do not have one year of specialized experience, or who do not meet time-in-grade will be considered for a detail only

    Education may be substituted for experience as described in “Qualifications."

    The Selected Candidate(s) may be subject to a background investigation.

    This position may be filled by an individual internal or external to NSF. If external to NSF, a Memorandum of Understanding will be established between agencies prior to entrance on duty. Coordination between agencies will be required to determine the appropriate salary level authorized for the selected candidate; and if a temporary promotion is possible. If the selected candidate is not a current Federal employee, this will be processed as a temporary appointment NTE 120-days with a possible extension up to 1 year in 120 day increments.

    Ratings will be assigned based on your responses to the occupational questionnaire.  In some cases, additional assessment processes may be used.
