  • This position is designated a key position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations.
  • Employee must possess or previously possessed a valid and current FAA/ATC specialist certification.
  • This position is covered as an Air Traffic Controller under 5 USC 2109.
  • Employee must complete Terrorist Threat Level I training, Survival, Evasion, Resistance and Escape (SERE) 100 online training, and must complete an electronic Isolated Personnel Report (ISOPREP).
  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of quantitative and qualitative methods to develop terminal and enroute air traffic management procedures to obtain and/or negotiate air traffic agreements and procedures necessary to ensure accomplishment of the Major Command's flying mission; knowledge of ICAO policy, ICAO standards and recommended practices, US. federal air regulations, FAA handbooks and orders, and regulations and policy pertaining to communication, navigation, surveillance and air traffic management as it relates to air traffic control, military and civil air operations, air space management, instrument and visual flight rules and procedures, military operations under "due regard", flight standards and terminal instrument procedures.

    RETIREMENT COVERAGE: This position is covered as an Air Traffic Controller under 5 USC 2109. This position MAY BE subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425 (a), Mandatory Separation for Retirement; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e).

    MAXIMUM ENTRY AGE: The maximum age for original entry into an identified ATC position is 36 years. An individual shall NOT be appointed or assigned to an ATC position if that appointment cannot be completed prior to the last day of the month in which the individual reaches his/her 36th birthday. Applicants over the age limit must meet re-entry or age waiver requirements in accordance with DoDI 1400.25-V331 dated 26 Jan 15, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers. Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)).

    NOTE: ATCs have a mandatory separation age of 56. This position is covered as an Air Traffic Controller under 5 USC 2109. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e).

    RE-ENTRY REQUIREMENTS: ATC Specialist in receipt of a refund, of retirement contributions for the years of service covered under special retirement, will not receive service credit towards the 20 years required to retire under special retirement coverage, unless the redeposit is paid in full prior to date of retirement.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Comprehensive knowledge of current trends, policies, technological developments, governing legislation and tactical procedures which influence military aviation operations, civil aircraft operations, National and international air traffic control in regards to air traffic services initiatives, global CNS/ATM, Ranges/Airspace and UAS/RPA programs, systems and operational requirements.

    2. Superb interpersonal and communications skills, including a mastery of DoD and Air Force structure, missions, programs, policies, a comprehensive knowledge of Headquarters Air Force staffing and coordination process and the ability to communicate effectively, both orally and in writing.

    3. Superior knowledge, skill, judgment, and analytical ability required to make timely, accurate decisions to meet tight deadlines, present ideas, gain cooperation; ability to plan, organize, oversee and evaluate the complex functions of supporting organizations.

    4. Expert knowledge of concepts, techniques and procedures used as an air traffic controller in the terminal, enroute and oceanic environments. Comprehensive knowledge of current trends, policies, technological developments, governing legislation and tactical procedures which influence military aviation operations, civil aircraft operations, National and international air traffic control in regards to communications, navigation, surveillance and global air traffic management.

    5. Mastery of knowledge of international civil aviation organization policy, federal air regulations, FAA handbooks and orders, DoD and Air Force Orders, Instructions, Operational Plans and Requirement Documents and policies pertaining to air traffic control, air operations, airspace management, instrument and visual flight rules and procedures, methodology, and flight standards. Expert knowledge of various national and international groups chartered to address aviation issues.

    6. Mastery knowledge of Air Force structure, missions, programs, policies, and interrelationship between DoD and ICAO, NATO, FAA and other military or civilian aviation authorities.


    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
