  • Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

    BASIC REQUIREMENTS:
    A. Completion: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
    AND
    B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
    D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possess significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is place in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

    SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

    GS-14: Applicant must have one year of specialized experience equivalent to the next lower grade GS-13. Examples of specialized experience in the Federal service that includes: responsibility for large-scale centralized procurement of supplies, services, equipment, or other material to meet the consolidated requirements of one or several agencies or departments; performing industry analysis to identify technological and performance changes in products; developing the solicitation; evaluating bids or offers; conducting negotiations; and performing price/cost analysis.

    GS-15: Applicant must have one year of specialized experience equivalent to the next lower grade GS-14. Examples of specialized experience in the Federal service that includes: signatory authority, delegated, complete authority to approve award of all contracts and grants, ensures compliance with the provision of laws, regulations, and policies, consultation services to management concerning acquisitions planning, development and progress as the awarding official, analyzes internal operations, makes decisions as an agent of the Government based on laws, regulations, and policies, guides full range of contract administration actions, contract modifications, negotiation of changes, investigation and resolution of contractor's delays, disposition of claims, coordinates and applies advice from various areas of expertise, legal counsel, audit and subordinate activities, performs review of acquisition and grants activities, establishes and maintains cooperative relationships with other operating officials, agencies and political entities, establishes work groups, advises staff and subordinates regarding policies, procedures, and directives.

    SELECTIVE PLACEMENT FACTORS: In addition to the specialized experience above, candidates must meet the following selective placement factor requirement. In order to exercise delegation that is an unlimited procurement authority as a Contracting Officer, the incumbent must be certified or eligible to obtain a Federal Acquisition Certification in Contracting (FAC-C), Level III certification at the time of selection and maintain current certification for a FAC-C Level III Warrant. Failure to maintain the ability to hold a FAC-C level III Warrant for any reason is cause for removal from the position.

    Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.     Applicants are responsible for providing documentation that the educational requirements have been met. To qualify based on education you must submit a legible copy of your transcripts. Official transcripts are required upon selection if you qualified based on education.

    Education must have been obtained from an accredited or pre-accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

    EDUCATION: To qualify based on education; submit a copy of your transcripts or list of courses with credit hours, major, and grade-point average or class ranking. Application materials will not be returned.

    CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
    a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);
    b) Any well-qualified SSP candidate who applies within the local commuting area (Surplus and displaced employees will be given equal consideration);
    c) At Bureau option, personnel actions not subject to RPL;
    d) Qualified RPL candidates in the local commuting area;

    The Bureau of Indian Education has determined that the duties of this position are suitable scheduled, situational and for emergency telework.
