Requirements

The Director of Payroll Services supports the tactical, strategic and operational objectives of Financial Affairs, directing the day-to-day operations and resources of the Payroll Department while focusing on providing expert and efficient guidance to staff to ensure that operational responsibilities are fulfilled, policies are enforced and customer service goals are reached. S/he manages all aspects of Payroll Services, to include staff development, accurate and timely payments to employees, and ensuring compliance with a variety of federal, state and local regulatory requirements as well as University policy and procedures as they relate to these payments. Reporting to the Associate Vice President for Benefits & Chief Benefits Officer, the Director of Payroll Services has additional duties that include but are not limited to:

Management
  • Manages all aspects of Payroll Services, to include staff development, supervision, coaching and counseling staff.
  • Maintains a qualified and trained staff, ensuring that all staff are provided appropriate training and are evaluated on a timely basis, following university policies and procedures.
  • Resolves conflicts within the department or with customers, trying to meet the needs of all parties while acting in the best interest of the University.
  • Reviews quarterly reports for withholding and unemployment that are provided by Ceridian.
  • Oversees employee reimbursement, Year- end, Escheat reporting (unclaimed payments), and assists with systems upgrades through testing reporting.
  • Oversees Payroll Accounting Adjustment, cost transfer and assures compliance with A-21 guidelines.
  • Oversees implementation of payroll changes in GMS and ensures the accurate and timely production of W-2's.


Administration
  • Develops and implements new departmental and / or university policies and procedures to ensure regulatory compliance pertaining to all aspects of payroll, including communicating and training the community on any procedure changes.
  • Coordinates the university filing of the District of Columbia Abandoned Property Report, including ensuring timely reports have been received from various areas throughout the university.
  • Coordinates with Human Resources and Georgetown Management Systems in the issuing of the yearly Payroll closing schedule, ensuring that the schedule is on the WEB and distributed to the community.
  • Monitors departmental budget ensuring that departments operate within the budget and notifying management of any unexpected expenses.
  • Actively participates with any upgrades, enhancements, and changes to the system, establishing system specifications, and development and testing of changes.
  • Assists the Financial Accounting Office personnel with payroll bank reconciliation and w orks with legal counsel on buying out contracts and other termination agreements.
  • Represents the Payroll Department and Financial Affairs on various committees.


Expert Knowledge
  • Keeps abreast of all current pending legislation and University policies by attending seminars and workshops.
  • Serves as a resource to Workday, Human Resources and department Managers as well as to administrators, faculty and staff.
  • Makes sound decisions in the absence of detailed instructions, such as ensuring that payments for contractual agreements that have not been signed are held in Check Distribution until the signature has been received.
  • Works closely with Benefits, Human Resources and WorkDay (GMS Core Team) staff, and on special duties as assigned.
  • Actively participates in making recommendations for enhancements and changes.


Customer Service
  • Interacts with all levels of Staff & Faculty within the University, assisting with the interpretation of policies and procedures and determining if possible a positive resolution when resolving issues.
  • Communicates and provides training to the community on system enhancements, policies and procedural changes.
  • Represents the department effectively and professionally when interacting with internal and external customers.
  • Attends GMS training sessions and meetings and provides updates to management.
  • Provides guidance to Human Resources and Work Study Office.


Qualifications
  • Bachelor's Degree and the equivalent of 8-10 years of progressive payroll and management experience
  • Prior experience in a University environment and a Medical Center
  • Excellent verbal and written communication skills and excellent customer service skills, always maintaining a positive attitude
  • Well organized with the ability to prioritize work and meet very stringent deadlines
  • Ability to work with high level individuals within the University
  • Ability to hire, fire, complete performance appraisals, and take disciplinary action
  • Knowledge of and willingness to keep abreast of state, local and federal regulatory issues that impact payroll
  • Knowled g e of Microsoft Word, Excel, and general knowledge of Accounting
  • Ability to train and handle complex, confidential contracts
  • Knowledgeable in Workday and of the Fair Labor Standard Act
  • Ability to supply quick access to legal counsel regarding sensitive issues
  • CPP (Certified Payroll Professional) is preferred
