    Applicants Applying to the GS-12:

    Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    • Experience reviewing, analyzing, and summarizing various budgetary and fiscal data.
    • Experience reviewing budget submissions for completeness and accuracy.
    • Experience ensuring effective internal controls are in place and adhered to in order to protect the integrity of an organization and to prevent waste, fraud and mismanagement.
    • Experience drafting, compiling, and coordinating materials for budget justification presentations.

    There is no substitute of education for specialized experience for the GS-12 position.

    Applicants Applying to the GS-13:

    Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    • Experience ensuring proper coordination of all activities related to the preparation of budget estimates, including analyzing proposed requests for program increases or decreases in annual submissions.
    • Experience participating in the overall planning and program management sessions to ensure adequate planning for the resources required to appropriately meet all of an organization's critical strategic goals;
    • Experience providing advice and guidance on issues related to the preparation of budget materials and
    • Experience providing budget and financial management recommendations, defending, and negotiating issues involved in executing foreign assistance programs.

    There is no substitute of education for specialized experience for the GS-13 position.

    • Ability to develop and apply financial management techniques

    • Knowledge of the budget process
    • Skill in interpreting complex legislation and regulatory policy guidance
    • Ability to communicate in writing
