  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • In order to qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Experience extracting and analyzing data from Total Force Manpower Management System (TFMMS) to apply quantitative and qualitative methods to resolve potential manpower health care related problems.
    • Experience identifying manpower areas for improvement within the Bureau of Medicine and Surgery (BUMED) to achieve more effective use of resources in health care services.
    • Experience working with Budget Submitting Offices (BSO) and identify inefficient or unapproved changes of Future Year Defense Plan (FYDP), investigating the origin, and recommending actions to correct deficiencies.
    • Experience creating analytical reports to deliver written and/or oral analytical presentations of information and conduct in-depth interviews.
    • Experience utilizing data sources such as Defense Medical Human Resource System Internet (DMHRSi).
    or

    Ph.D. or equivalent doctoral degree

    or

    3 full years of progressively higher level graduate education leading to such a degree

    or

    LL.M., if related


    In order to qualify for the GS-09 your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Experience creating analytical reports to deliver written and/or oral analytical presentations of information to present findings
    • Experience extracting and analyzing data from Total Force Manpower Management System (TFMMS) to resolve potential manpower health care related problems.
    • Experience making changes that affect accounting and enable a balanced manpower account in a healthcare setting.
    • Experience assisting manpower for improvement within the Bureau of Medicine and Surgery (BUMED) to achieve more effective use of resources in health care services.
    • Experience utilizing data sources such as Defense Medical Human Resource System Internet (DMHRSi).
    or

    master's or equivalent graduate degree

    or

    2 full years of progressively higher level graduate education leading to such a degree

    or

    LL.B. or J.D., if related
