The Corporation for Public Broadcasting (CPB) is a private, nonprofit corporation created to ensure universal access to non commercial high quality programming and telecommunications services. CPB is currently seeking to hire an Inspector General. The Inspector General’s salary will be comparable to the average total compensation of CPB’s Senior Vice Presidents and Vice Presidents. This position reports directly to CPB’s Board of Directors.

General Description:

The Inspector General is responsible for conducting and supervising audits and investigations specified in the Inspector General Act of 1978, as amended. In this capacity, the Inspector General is to provide leadership in recommending policies to promote economy, efficiency and effectiveness in the administration of CPB programs and operations, as well as to prevent and detect fraud, waste, and abuse in CPB programs and operations. Further, the Inspector General is to keep the CPB Board of Directors, CPB officials, and Congress fully and currently informed about problems and deficiencies in programs and operations and the necessity for taking corrective actions. The Inspector General provides executive leadership and the highest degree of independence in directing the operations of the Office of Inspector General pursuant to the statutory requirements of the Inspector General Act. The Inspector General works cooperatively with the CPB Board of Directors, CPB Officers, and staff to ensure that adequate internal controls and procedures are in place and followed to safeguard CPB resources, enhance performance, and to promote accountability.

Specific Responsibilities:

  • Provides policy direction for and conducts, supervises, and coordinates audits, inspections, and investigations related to CPB programs and operations, including activities financed by CPB. Ensures audits, inspections and investigations comply with professional standards promulgated by the Comptroller General and the Council of the Inspectors General on Integrity and Efficiency by establishing and implementing appropriate internal quality controls (operating policies and procedures). Consults with staff members and managers of the Corporation knowledgeable in subject areas in order to arrive at optimum policy recommendations addressing economy and efficiency, as well as preventing and detecting fraud and abuse in CPB operations.

  • Reviews existing and proposed legislation, regulations, and policies relating to CPB’s programs and operations. Makes recommendations in its Semiannual Report to Congress concerning the impact of such legislation, regulations and policies on the economy and efficiency in the administration of CPB programs and operations administered or financed by CPB, or on the prevention and detection of fraud and abuse in such programs and operations.

  • Recommends policies to conduct, supervise, or coordinate relationships between CPB and the public broadcasting community, Federal agencies, and State and local governments with respect to all matters related to the promotion of economy and efficiency in the administration of CPB programs or the prevention and detection of fraud and abuse in programs administered or financed by CPB, including the identification and prosecution of participants in fraud and abuse.

  • Keeps CPB’s Board of Directors, its Audit Committee, CPB executives and managers, and the Congress fully and currently informed concerning audit and inspection results, as well as fraud and abuse relating to the administration of CPB’s programs and operations or financed by CPB. Reports are made as needed on progress in implementing corrective actions, as well as actions completed.

  • The Inspector General is responsible for developing and implementing a program of independent audits, inspections, and investigations that monitor and support CPB operations as outlined in the OIG Strategic Plan and Annual Plan. These plans are developed with input from the CPB Board of Directors and Corporate Officers to ensure comprehensive planning.

  • Manages OIG and resources in an ethical and fiscally responsible manner. Ensures all financial transactions are performed in compliance with CPB budget, procurement, and other CPB policies and procedures and that any deviations from established practices are reported, as appropriate.

  • Performs other duties as assigned.

    Required Qualifications:

    • Undergraduate degree in accounting, finance, political science, management, public administration, public policy, economics, criminology or related fields.

    • Leadership experience in organizations conducting audits (including public accounting), investigations, management analysis, or the law, which has equipped the applicant with the knowledge, skills, and expertise necessary to perform the duties and responsibilities of the position.

    • High-level interpersonal skills necessary to work effectively with the CPB Board of Directors, CPB management and staff, Congress, and the public broadcasting community to carry out the mission of the OIG.

    • Demonstrated ability to make effective oral and written presentations to the Board of Directors, CPB management, Congress, and governmental officials.

    • Knowledge of current and emerging trends in the Inspector General audit and investigative communities, and the ability to adapt that knowledge to CPB’s OIG’s operations.

      Desired Qualifications:

    • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Government Financial Manager (CGFM), Certified Information System Auditor (CISA) designations or other professional certifications in areas related to OIG operations.

    • MBA, JD, or other advanced degrees in areas related to public administration or public policy and/or extensive experience related to non profit organizations and grants and/or contracts.

    • Experience conducting audits, inspections, and investigations in the non-profit and/or public broadcasting communities.

    • Experience in evaluating legislation and the implementation of Congressional statutory requirements.

    • Experience in strategizing the use of limited resources to maximize payoff in terms of improved efficiency, economy, and effectiveness of program operations.

    • Experience in addressing indicators of fraud or other criminal matters in conducting audits and inspections.

    • Management experience in an internal audit or Inspector General office.

    • Experience in interfacing with the highest level of management officials within an organizations, at

the Board of Directors level, as well as, with peer organizations.
• Demonstrated ability to work effectively with the OIG Community, Congressional staff, OMB, and

the press.
