Department Marketing Statement:

Metro is seeking engaged, exceptionally talented, Senior Organization Development and Change Management professional to join its Talent Management organization. Reporting into the Director of Talent Management, this position is a part of an internal consulting/advisory organization that will drive change management and implementation of innovative talent management solutions across the organization, especially as it relates to WMATA's multi-year People Strategy.

In this role, we are seeking a professional who:
  • Champions change, drives a high-performance culture in support of WMATA Talent Management initiatives and the overall WMATA vision, and pro-actively contributes to the implementation of Metro's People Strategy
  • Applies exceptional relationship building skills to serve as an accessible, trusted and highly sought-after consultant in support of business leaders to help drive their talent initiatives
  • Offers data driven solutions by presenting and reviewing progress made towards goals and objectives, measuring program effectiveness and identifying opportunities for enhancement and suggesting innovative actions to further drive results.

Our preferred candidate will have:
  • A passion for helping clients solve complex challenges and supporting them through critical transformations leading and driving agile, service focused and high performing talent management programs and initiatives
  • 7+ years of experience in organizational change, learning, organization design, communication and/or talent management.
  • Experience using data-driven solutions to address the human factors affecting an organization's ability to reach its strategic objectives.
  • A sustained record of developing actionable and targeted change leadership plans, including a communication plan, sponsor roadmap, coaching plan, training plan, and resistance management plan.
  • A demonstrated affinity for analytics including building and tracking HR Metrics/scorecards
  • Strong internal customer focus and relationship skills with a flexible communication style
  • Strategic mindset with strong detail orientation
  • Outstanding facilitation, collaboration and project management skills
  • Consistent ability to apply solid judgement ensuring integrity, compliance and confidentiality
  • Proven ability to simultaneously manage multiple projects across a variety of stakeholders, appropriately navigating expectation management and priority conflicts

Minimum Qualifications

Education
  • Bachelor's degree in Human Resources, Organization Development, Organization Behavior, Industrial-Organization Psychology or Business Administration

Experience
  • Seven (7) years of experience as an internal OD consultant while effectively partnering with external consulting firms. Experience in HR transformation efforts and/or workforce trends that influence organization culture. Five (5) of these years must have been working with culture change, OE, management/leadership development, and/or OD principles and deploying organization effectiveness, team effectiveness, and change management tools such as Prosci

Certification/Licensure
  • Certification: Prosci Change Management Practitioner
  • ICF Certified Coach

Preferred

Education
  • Master's degree in Human Resources, Organization Development, Organization Behavior, Industrial-Organization Psychology or Business Administration or Ph.D. in Industrial/Organization Psychology, Psychometrics

Job Summary

The Senior Consultant, Organization Development & Change Management provides subject matter expertise and consultation in change management, organization effectiveness and performance issues; and works in partnership with departments and client groups to initiate and influence cultural development and organization change initiatives that address organization goals and strategies.

Essential Functions
  • Develops strategic partnerships with senior leadership, Department of Human Resources (HR) and other internal clients, to identify and intervene on change management initiatives that foster organization learning and address corporate strategic goals and needs.
  • Engages leaders to complete needs assessments and provides consultation to design and facilitate Leadership and Organizational Development interventions across the business.
  • Proactively addresses and responds to Organization Development (OD) issues by bringing stakeholders together, to assess root causes and performance gaps implementing and/or supporting implementation of appropriate interventions, including strategic planning, tactical and project planning, facilitation, leadership coaching, instruction, program design, materials development, and performance analysis.
  • Facilitates large-scale change initiatives, in support of Washington Metropolitan Area Transit Authority (WMATA)'s strategic goals.
  • Ensures effective contracting with clear goals and role clarity for senior leaders, HR, OD and contractors across the lifecycle of the project. Develops clear methods for effective sustainment of results.
  • Develops strategies that assess organizational change readiness. Facilitates mindset shifts and/or behavior changes, across a diverse set of stakeholders and geographies.
  • Delivers strategies and programs, in collaboration with HR, senior leadership, leadership teams, functional partners and external contractors or consultants.
  • Improves group and departmental functioning and facilitates group and departmental planning and interaction to improve group and department productivity, decision making and performance in a team-based and program management-based cultural environment.
  • Identifies and uses instruments and surveys, to analyze individual and group behavior. Recommends strategies for making needed changes.
  • Builds trust and collaborates with teams in a virtual environment. Partners effectively with partners within HR and OD leaders across the enterprise, to transfer knowledge and skills.
  • Influences and supports changes in organizational behavior. Serves as an internal consultant to facilitate team building, resolve work group conflict, and change in group norms, values and culture.
