Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Education, Instructional Design, Vocational Training or a related field. A minimum of seven (7) years of progressively responsible experience in the administration of a major diversified training and employee development program involving the development and evaluation of transportation related training programs is required, preferably in rapid transit service. Strong communication and organization skills and successfully demonstrated experience in resolving training problems which demonstrate creativity and sensitivity to employee training needs are also required. Previous related supervisory experience is required.

Or, an equivalent combination of post-high school education, certification in Adult Education Training, and a minimum of eleven (11) years of progressively responsible experience in the administration of a major diversified training and employee development program involving the development and evaluation of transportation related training programs is required, preferably in rapid transit service. Strong communication and organization skills and successfully demonstrated experience in resolving training problems which demonstrate creativity and sensitivity to employee training needs are also required. Previous related supervisory experience is required.

Job Summary/Duties:

This is supervisory and professional training management work involving the effective assessment of training needs and the efficient design, timely implementation and supervision of training programs for Rail Transportation (RTRA) employees. Incumbent in this job is responsible for assisting the creation of comprehensive professional development training programs to meet the needs of the RTRA, reviewing training requirements for annual budget development, monitoring expenditures for contract and vendor provided training, administering outside training programs, supervision of learning labs, training instructors and support staff, and serving as an advisor to internal training committees. Prepares and reviews periodic and special reports related to the assigned area(s) of responsibility. Employee may instruct in both classroom and hands-on situations. The incumbent supervises and directs the activities of Training and Utility Instructors. The incumbent evaluates student's progress through the training programs. Employee has considerable latitude for independent judgment and action within general guidelines.

Develops, implements and evaluates training standards and programs pertaining to the initial qualification of Train Operators, Station Managers and Line Platform Instructors.

Participates in the development of effective standard operating procedures and quality assurance certification standards for RTRA operating personnel and rail maintenance personnel.

Performs a variety of training activities to include reviewing/validating data regarding trainees and potential trainees, reviewing personnel records, scheduling examinations and conducting orientation and familiarization interviews.

Prepares classroom training materials including ordering of materials, development of course outlines, preparation and ordering of handouts and reference materials and the identification and selection of training mediums.

Works closely with Curriculum Development Specialist and management to ensure the quality, consistency, and accuracy of presented material. Constructs, revises, administers, grades, and evaluates both written and practical examinations.

Assists in other training programs where overlap occurs.

Conducts progress interviews and performance evaluations with students, provides counseling and tutoring, recommends supplemental training, recommends continuation and/or termination of training where warranted.

Keeps current on Adult Learning Theory, modifications to Authority equipment, new equipment and changes in operating procedures.

Assists in supervising and directing the activities of Training and Utility Instructors.

Schedules classroom and performance training assignments, evaluates and critiques instructor performance.

Assists in supervising the establishment and application of comprehensive training programs through new and innovative methods of instruction (i.e., simulator, mock-up and interactive video).

Ensures that training technical reviews and statistical data are properly documented and maintained.

Assists in recommending disciplinary actions, resolution of grievances, assigning duties, directing work, and ensures appropriate training is provided.

Recommends appropriate action to take involving serious employee problems to include formal disciplinary action within the established Authority procedures and guidelines and union agreements, or referrals to Employee Assistance Programs.

Assists in supervising activities such as job, task, needs analyses, skills assessment evaluation, test validity and reliability studies through formal and informal process to ensure programs provided are responsive to the needs of the Authority.

Assists in developing effective training policies and guidelines for operating and maintenance employees. Ensures that the services provided are responsive to the needs of the Authority.

Identifies training needs and recommends cost-effective resources, educational courses/programs, instructional media programs and vendor provided training to augment existing and future training requirements. Ensures that current modifications and/or new equipment are incorporated into instruction.

Assists in managing contract training to include the development of specifications, review and approval of deliverables, scheduling, coordinating and monitoring of training classes.

Assists in managing the effective overall operations of the Rail training branch by advising the Superintendent of matters requiring attention, monitoring activities, recommending actions to ensure that operations function smoothly, implementing directives and instructions.

Works assignments may include weekends, nights, holidays, etc. It should be noted that incumbents in this classification are considered essential personnel; meaning work during emergency situations, special events (i.e., weather emergencies, etc.) are required.
