    This Job Opportunity Announcement may be used to fill other Student Trainee (Social Science) positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

    This position will be filled under the Pathways Internship Program. This Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying institution. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered a permanent position work our agency upon graduation or completion of a qualifying certificate.

    At the Agency's discretion, students hired under the Pathways Program may be non-competitively converted to a term, career, or career-conditional appointment with a possible Full Performance Level (FPL) of GS-05, GS-07, GS-09, GS-11, GS-12, or GS-13 (FPL varies based on hiring department).

    This position is in the excepted service.

    This is a bargaining unit position.

    This position may be eligible for telework; additional criteria will be required (e.g., supervisory approval).

    MINIMUM ELIGIBILITY REQUIREMENTS:

    You must be enrolled or accepted for enrollment in an accredited technical or vocational school, two-year or four-year college or university, graduate or professional school (go to www.ope.ed.gov/accreditation/ to verify accreditation status). Individuals who are enrolled must be taking at least a half-time academic, vocational, or technical course load leading to a degree, diploma, or certificate. You must provide evidence of your current (spring semester or equivalent) enrollment, either on your transcript or by uploading a separate class schedule. If you are completing your current program this semester you must provide a letter of acceptance or proof of enrollment into another qualifying program to be rated eligible.

    Applicants must have at least a 3.0 GPA.

    BASIC REQUIREMENTS

    Degree: behavioral or social science; or related disciplines appropriate to the position.

    OR

    Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    OR

    Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    MINIMUM GRADE LEVEL REQUIREMENTS:

    GS-09: Applicants must meet one of the following requirements:

    Completion of 2 academic years of progressively higher level education leading to a master's degree or equivalent graduate degree.

    OR

    You have had at least one year of work experience at a level of difficulty equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Analyzing data from a social science or demographic survey or research project using statistical software and preparing a written report or presentation of results.

    OR

    Combination of education and experience, as described above.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    The following competencies are desirable at the full performance level of this position (GS-09)

    • Knowledge of human performance evaluation and human-computer interaction in areas such as experimental design, behavioral observation.
    • Skills in data collection and analysis.
    • Abilities in interpreting and synthesize research findings.
    • Basic knowledge of computer and Internet architecture.
    • Ability to conduct qualitative data collection and analysis such as probing and debriefing, as well as statistical analysis.
