If qualifying with education, an applicant must also meet the specialized experience equivalent to the next lower grade level.
Education is in addition to meeting specialized experience and/or is for those who qualify under merit promotion guidelines through a special hiring authority and cannot meet time-in-grade restrictions.
To qualify for the GS-0560-09 level, an applicant must have one year of specialized experience equivalent to the GS-0560-07 level. Specialized experience is experience determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; compiling, analyzing and making corrective entries to income, operating expenses, and budget; compiling and organizing large amounts of information; and producing documents, forms, and correspondence. Education for those who do not have federal work experience to meet time-in-grade restrictions, education is as follows: completion of two full years of progressively higher level graduate education or possess a master's or equivalent degree or, having a combination of specialized experience and graduate education to meet the total requirements for this position.

This vacancy will be rated and ranked according to method called Category Rating to assess your application. Here’s how it will work:
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
- Knowledge of budget and/or financial procedures and techniques sufficient to conduct analyses and make recommendations.
- Knowledge of budget and/or financial regulations to include fiscal regulations, recording and tracking fiscal transactions, and documentation requirements to ensure compliance.
- Knowledge of automated accounting or budget processing, including some financial systems.
- Ability to communicate in writing, to include budget documentation, spreadsheets, and reports.
- Ability to communicate orally, to include presenting findings, analyses and recommendations.
Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified
Your answers will be verified by your resume. If your resume doesn’t support your answers, your score may be lowered which could place you in a lower category.
Within each category, veterans will receive selection priority over non-veterans.
If further assessments are used, you will be provided with instructions.
If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan (ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
