The Deputy serves the principal assistant to the Director, Production. Organization Name Department Office Reports to Director, Production Full or Part Time Full Time If Part Time how many hours per week Regular or Temporary Regular Position End Date (if temporary) Work Schedule 7:30-4:00 M-F Position Location Laurel CAPTION: Position Summary Information General Summary The Deputy Director, Water/Wastewater Production & Operations is responsible for planning, directing, coordinating and supervising the operation and maintenance of WSSC's water filtration plants, water resource recovery facilities and associated support facilities. The Deputy serves the principal assistant to the Director. Essential Functions * Assists with planning, directing and administering water and wastewater services, including operation and maintenance of the plants, plant alterations and expansions, water and wastewater pumping stations, water storage facilities and dams * Manages WSSC's Biosolids Management program and serves as WSSC's representative on regional and national biosolids committees and regional water supply and water security committees * Assists in the development, tracking and implementation of department business plans, departmental action items and oversees the Production Department's emergency response plans * Oversees the management of department-wide contracts * Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination * Manages the department's training and compliance programs and oversees knowledge transfer of the department's workforce. * Plans, directs and administers workforce flexibility and skills-based pay programs, including safety, training, knowledge transfer and certification programs * Establishes policies, procedures and methods for the above programs and directs and inspects the work of employees engaged in these areas * Prepares the department office budget and coordinates the preparation of the entire Department budget * Assists with studies of water and wastewater costs and initiates change as appropriate * Reviews operating data for each facility to determine effectiveness of operations * Assists with the monitoring of WSSC compliance with federal, state and local regulations concerning drinking water quality, wastewater discharge, air quality and biosolids management * Plays an active role in internal security issues and may represent WSSC regarding security related issues with outside agencies * Assists with the monitoring of water quality concerns to ensure effective customer service response Other Functions * Acts as the Director, Production, when designated * Performs other related duties as required Work Environment And Physical Demands Business casual office environment. Required Knowledge, Skills, And Abilities * Comprehensive knowledge of the principles and practices of the design, construction, operations and maintenance of water and/or wastewater systems * Thorough knowledge of business administration as applied to the operations of water and/or wastewater facilities * Strong knowledge of electrical and mechanical engineering maintenance * Ability to effectively plan and implement various management and support programs and initiatives * Ability to advise and build consensus with staff engaged in water production and distribution, wastewater treatment, laboratory operations and flood control activities * Ability to establish and maintain effective working relationships with officials, employees and the general public * Ability to keep records and to prepare clear, concise reports of water and wastewater operations Minimum Education, Experience Requirements * BS degree with major work in Civil, Mechanical, Electrical, Sanitary, or Environmental Engineering, Business, or related discipline * 10+ years experience in water and/or wastewater utility systems operations * 3+ years supervisory experience Additional Requirements * Must report to work as scheduled under all weather conditions as designated "emergency employee", and may be called or recalled to duty at any time * Must be available on a 24x7x365 on-call basis to respond to and direct response efforts to water and wastewater incidents * Possession of a valid driver's license and ability to obtain a WSSC driver's permit * Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter Preferences * Water or Wastewater Plant Operator certification * Experience in leading an organization through business process and culture change efforts to maintain and enhance the organization's competitive position * Additional education is a plus Salary $112,054 - $171,056 CAPTION: Posting Detail Information EEO Statement AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
